Kenneth E. Sudol

Mr. Sudol was born and raised in Dayton, Ohio. He served over 21 years combined in the U. S. Navy and the U. S. Coast Guard before retiring in 1980. He has over 33 years of security-related experience from the military and civil service. While in the military, he specialized in personnel, physical, information, industrial, communications, and cryptologic security.

From 1983 to 1987, he worked for the U. S. Air Force Central Adjudication Facility as an adjudicator and trainer, and in the Air Force Vice Chief of Staff's Office, in the International Affairs Division at the Pentagon.

In November 1987, he joined the DoD Security Institutes faculty in Richmond, Virginia as an instructor and subject matter expert. During this time, he co-authored the DoD Personnel Security Administration's Independent Study Course. He also co-authored and presented classroom instruction in the DoD Personnel Security Adjudication Course, DoD Advanced Personnel Security Adjudication Course and the DoD Personnel Security Management Course. He co-authored the DCII User's Guide that was completed in September 1994 for the Department of Defense, Defensive Investigative Service.

Mr. Sudol retired from the DoD Security Institute on March 28, 1997, and started Kenneth Sudol & Associates, Inc.

Charles J. O'Neill, Jr.

Mr. O’Neill was born and raised in Pittsburgh, Pennsylvania. He has a Bachelor of Science degree in Administrative Law from Duquesne University. He was commissioned as a 2nd Lieutenant is the US Army Reserve in 1984. After completing his Officer Basic course in the Signal Corp he return to Pittsburgh to manage a family owned business in the construction industry. In 1989 he branch transferred to Military Intelligence and served in a variety of command and staff positions at the Tactical level. In 1998 he became an Individual Mobilization Augmentee (IMA) for the J2 at the US Southern Command in Panama as a Strategic Intelligence Analyst.

From 1998 to 2002 he served and a Senior Vice President and Director of Finance for Coober Pedy and Company, a Computer networking firm. In 2003 he was promoted to Lieutenant Colonel and mobilized in support of Operation Enduring Freedom and Operation Iraqi Freedom. In May of 2005 he co-founded Ri3 Consultants a Security Consulting firm and is currently serving as the President. He is also currently serving in the US Army Reserve as the Senior Intelligence Officer for the 99th Regional Readiness Command. In July of 2005 he partnered with Ken Sudol & Associates as a primary instructor for Personnel Security and Suitability Adjudications and Personnel Security Management. 

During his career he has served and supervised a broad spectrum of Intelligence, Security and Computer Network disciplines

Mike Black

Mr. Black served over 36 years with the federal government before retiring in 2004.  Most of those years were spent in security.  He was a Special Technical Agent with the US Air Force Office of Special Investigations, working out of San Antonio, Texas.  Mike left the Air Force and joined the Defense Investigative Service in 1978 as a Special Agent conducting background investigations.  He crossed over into the industrial security arena in 1981.  After transferring to Richmond, VA, Mike went on to join the staff of the Department of Defense Security Institute, where he spent 15 years.  The last 12 of those years he served as Chairman of the Industrial Security Department.  When the DoDSI was closed in 1998, he transferred to the Virginia Beach Field Office of the Defense Security Service.  There he became the Field Office Chief.  He remained in this position until his retirement from federal service.  Mike currently lives in the Richmond, VA area and spends most of his free time riding his Harley Davidson and enjoying his retirement.

John Waller

Mr. Waller has almost 40 years of experience in industrial security, intelligence and electronic warfare. He served for 21 years in the Naval Security Group as a commissioned officer specializing in intelligence, electronic warfare and security. From 1987 until fall of 2004, he was the Corporate Director of Security and Facilities for Syracuse Research Corporation (SRC), a major support contractor to the Department of Defense and the Intelligence Community. Directly due to Mr. Waller's leadership, SRC is the recipient of no less than seven James S. Cogswell awards for security excellence.

Mr. Waller was an instructor for four years while on active duty and has taught countless technical and security courses to industry, government, and military students while at Syracuse Research Corporation. He is active in the NCMS – The Society of Industrial Security Professionals - and has served on the Board of Directors for that leading security organization. He is the year 2005 recipient of the NCMS Donald B. Woodbridge award of excellence for exemplary leadership and outstanding contribution to security training. Mr. Waller is recognized as a nationally known expert in industrial security and was recently awarded a Letter of Commendation by the Field Director of the Defense Security Service. He is currently living in north central Florida and is the President of JPW Security Solutions, a security consulting firm.

Alan Andrews, DCSW, Diplomate of Clinical Social Work

Mr. Alan Andrews is an associate partner of JPW Security Solutions. He has been granted a Masters degree in Social Work (University of Kansas). He is a clinician in full-time private practice providing a wide range of clinical services to individuals, couples, families, agencies and businesses. His particular areas of interest include working with employee retention, helping organizations establish safe and supportive working environments, and the Department of Defense/information technology environment.

Mr. Andrews provides Employee Assistance Program (EAP) services for businesses and institutions primarily in the New York region but also in multiple locations around the country. Services include short-term solution-oriented evaluation and treatment of employees and employee families; employee retention programs; workshop and program design and delivery; supervisor training and education with a focus on communication and process; Human Resources and corporate consultation. He is a specialist in the development of Crisis Intervention Response Teams and prevention of workplace violence programs.

He has been a guest lecturer/consultant for various workshops and presentations on national and international industrial and government agendas. He is a leader of therapeutic groups for survivors of childhood trauma, individuals diagnosed with depression disorders, relationship issues and men’s issues. He has functioned as the Director of the Syracuse, New York Downtown Emergency Assistance Program.  In this capacity, he directed a Catholic Charities division aimed at providing major intervention and mental health services to a diverse population. His responsibilities included administration and implementation of service delivery within a million dollar budgeted program, direction of therapy services to clients, supervision of clinical and support staff, community liaison activities and fund raising. Mr. Andrews is an active consultant to the Roman Catholic Diocese of Syracuse. 

Mr. Andrews has been a keynote speaker, guest lecturer, and panel member at a myriad of conferences, seminars and workshops. As a featured presenter, he briefed the audience at the March, 2005 National Association of Social Work State Conference on the need for organizations to establish “Critical Incident Response Teams”. He was the keynote speaker at a recent annual meeting of the National Council of Negro Women in Syracuse, New York. He has also given numerous briefings at seminars on the need for effective communications. A registered social worker in New York, Mr. Andrews was designated “Mental Health Professional of the Year” by the Onondaga County Mental Health Association in 2003. He is member of the Association of Threat Assessment Professionals, National Association of Social Work, Diplomate in Clinical Social Work, a qualified Clinical Social Worker, Diplomate American Psychotherapy Association, and on the editorial Board of the American Psychotherapy Association.

Ray Yamaoka

Mr. Yamaoka is a native of Honolulu, Hawaii, and is a security consultant and trainer. For twelve years, he was a course manager and instructor for information security and physical security with the Department of Defense Security Institute. He was also employed by the Department of Defense as a security manager and security specialist with the Eight Army Provost Marshal Office in Seoul, Korea, the U. S. Army Electronic Research and Development Command Security Support Activity, the U. S. Army Harry Diamond Laboratories. He also served as the Arms, Ammunition & Explosive s Security Officer with the U. S. Navy Commander-in-Chief Pacific Fleet Facilities Office. He is a member of the American Society for Industrial Security, the National Classification Management Society, and the Associated Locksmiths of America and is interested in skiing, golfing, Hawaiian canoe-paddling, and NASCAR racing.

Clyde Sayler

Clyde Sayler has a B.S. Degree in Criminal Justice / Criminal Law with an emphasis in Computer Science.   He has 18 years physical security experience.  Two of those years were at the 2002 Winter Olympics as a Security Manager.  He has worked at L-3 Communications for four years where he is a JPAS Account Manager, his responsibilities included implementing JPAS, managing the JPAS validation process, auditing JPAS accounts, and the establishment of JPAS policies and procedures. 

He was appointed a member of the JPAS Industry Team / PMO in 2004.    The JPAS Industry PMO is the focal point for disseminating information and training concerning JPAS to Industry.  The PMO team represents industries' interests and concerns to the Department of Defense; the team develops training, reviews all Industry Test Problem Reports (TPR), reviews new versions of JPAS prior to implementation, they also advise and vote changes to JPAS.   Representatives on the team include members from L-3 communications, Lockheed Marten, Northrop Grumman, Boeing, Raytheon and DISCO in addition to DSS. 

·         Clyde is a nationally recognized JPAS Subject Matter Expert.

·         In 2005 the Secretary of Defense awarded the outstanding achievement award
           to members on the JPAS Industry PMO committee for their work. 

·         In 2005 Clyde was recognized by NCMS with a letter of appreciation for his
           contribution to the society. 

·         In 2006 he was awarded the Silver Achievement Award from L-3
           Communications for his contributions during the JPAS implementation. 

·         Featured JPAS Trainer at the 2005 and 2006 National NCMS Conference.

·         JPAS expert desk at the 2005 and 2006 National NCMS Conference.

·         Conducted JPAS / JCAVS Training nationally.
